Lake Hopatcong WaterfrontDirect lakefront property can include docks, retaining walls, steep lots, private roads and shoreline issues that require specialized inspection.
Private Lake CommunitiesLake Shawnee, Lake Stockholm, Lake Swannanoa, Lake Winona, Longwood Lake and other associations may have dues, rules, beach rights or road responsibilities.
Oak Ridge Suburban HomesMilton/Oak Ridge includes established subdivisions, newer homes and larger residential lots with access to schools and Berkshire Valley Road.
Rural / Highlands PropertyLarge wooded parcels can be attractive but may have substantial environmental, Highlands, steep-slope, septic, well or development constraints.
Older Lake CottagesSome homes began as seasonal cottages and were expanded over time. Verify permits, year-round systems, insulation, foundations and legal improvements.
Townhomes & CondosAssociation-managed housing adds HOA documents, reserves, fees and rules to the normal purchase review.

Major 2026–2027 Issue: Township-Wide Revaluation

Jefferson is completing its first full property revaluation since 2001. The Morris County Board of Taxation ordered the process in 2025; after tax-map delays, the Township now expects completion by December 2026 for implementation in the 2027 tax year.

What owners and buyers should know: New assessments are intended to reflect fair market value as of October 1, 2026. Preliminary valuations are expected in fall 2026, and property owners will have an opportunity to discuss the new value before assessments are certified.

A higher assessment does not automatically mean taxes rise by the same percentage. Revaluation redistributes the tax burden based on relative market value, while the tax rate adjusts after the new ratable base is established.

HighlandsA large share of Jefferson lies in the Highlands Preservation Area, and the township also participates in Highlands planning. Development potential is parcel-specific.

Resale: Jefferson Does Not Require a Home-Sale CO

For an ordinary resale of a home, Jefferson Township states that the Building Department does not require a Certificate of Occupancy for resale. The Township can provide a letter confirming that fact for a fee if one is needed for a lender or closing file.

Separate fire inspection still matters: The Fire Marshal handles smoke detector / carbon-monoxide / fire-extinguisher certification required for applicable residential resale transactions. Buyers and sellers should also investigate open permits and unresolved code issues independently.

New construction and other projects that require a formal Certificate of Occupancy follow the Township's construction-permit and final-inspection process.

Private WellsMany Jefferson properties are not served by a public water system. Verify water source, testing history, pump/tank condition and any treatment systems.
Septic SystemsMany homes use individual septic systems. System age, approved design, maintenance, bedroom capacity and replacement area can materially affect a purchase.
Lakefront StructuresDocks, walls, decks, boathouses and shoreline work may involve municipal, lake-association and state approvals.
Flood / DrainageReview FEMA mapping, prior water events, drainage, sump systems and insurance implications for lake, stream and low-lying properties.
Private RoadsSome lake and rural properties may rely on private or association-maintained roads. Understand maintenance, snow removal and shared obligations.
Association RightsDo not assume lake/beach access transfers merely because a house is near the water. Review deeded rights and association documents.

Rentals, Short-Term Rentals & Lead-Safe Rules

Rental property follows a different compliance path from an owner-occupied resale. Jefferson requires rental registration and a Certificate of Occupancy from Code Enforcement for rental units. Short-term/seasonal rentals have additional annual registration and certification requirements.
